I work from 8-5, so he is in his cage from the time I leave in the morning until I get home in the evening. But sometimes he goes in his cage when I am home and pees.

If he does not pee in his cage when you are away he may be doing it because he is upset with you.
Close the door to his cage when you are home with him.
I'm sure you take him out right away when you get home also then spend some time playing with him.
Is he a puppy ot an adult dog.

He is around a year old. He does go outside as soon as I get home. I think he might pee in his cage while I am gone. Because I have to bathe him often because he smells like pee.

Well he pees in it because now it carries the scent and he feels its OK to pee there.
You might want to have a visit with the vet to make sure there is no health reason for him peeing so much during the day.
    Otherwise, I don't know.
Yo might try cleaning and sanitizing his kennel to get the smell out.
Maybe someone else has an answer
