This might not make any sense but I think he is trying to keep you on his hook. Dump the ring and move on - he is playing mind games.

A promise ring is a pre engagement ring. Why would you want that from your ex? If you do not want it, give it away to someone else, sell it, throw it, donate it to a thrift store.
There is no law saying you have to keep it.

It sounds like a ploy to keep you "on the hook". I would not even give more than a minute to this and get rid of the ring and consider the matter done.
