You do know that Ghana is the largest site of internet fraud in the world, There are companies that employ rooms full of people who do nothing but email and call people all day with all sorts of stories.

How did this Andrew get hold of you ? Why does he need a phone ? Obviously he has a computer and interent.

Next of course his name is that, it is just a common name, that there is no way to do online searches for it.

If he is a citizen of another nation, he merely contacts his Embassy and they will help him.

Let Andrew get his own phone, and it's a scam any way. Oldest in the book. Don't fall for that story.

I agree with the other two answers. Let Andrew get his own phone. He shouldn't be counting on another person to get him a phone especially if the person is a stranger. Be careful with people like these.
