    You can check through the city/county building, the district court, sheriff sales, foreclosed homes. They should be able to help you through the process.

    Generally there is no such thing as a truly abandoned house. If a property owner abandons a property that has a lien on it, the lienholder gets first dibs on the property by foreclosing on it. If the property is free and clear, then property taxes are still owed to the local government. If these go unpaid, eventually, the govt entity will allow the property to be sold at an auction.

    If you note that a property appears abandoned, you can check the local deeds to try and determine who owns it and track then down to make an offer.

    Yes, all homes are owned by someone, a person, a company or the county. You can find out who owns it by going to the recorder of deeds and see who is the current owner, also by going to the county tax office we see who is paying the taxes.
    The owner would be contacted and you try to buy it from them
