    HOA Rules
    Does anyone know whether the HOA members have the right to vote on new rules or changes in the bylaws/covenants? Or does the HOA board have the right to make new rules without the consent of the members? Can the board also make up a fine schedule without having to go to the association for approval?

    Here's the problem with HOA's, they can make any rule they damn well please, including those you mentioned.

    Read your associations by laws, etc, as those docs govern when the Board of Directors has to have and doesn't have to have permission of the members. They have to abide by the rules as written.
