It is 11 October 2006. You are Edith Jones. You are working on a project to allocate up to £5,000 to one of three causes to benefit from funds available from the Welsh Lottery Board. Your manager, Fred Thurnham, has given you three application forms from which you have been asked to select the one that best fits the criteria for the funding in order to put it through to the next round. Fred has given you 45 minutes to analyse the forms and award the money to the scheme that fulfils most or all of the conditions. Note that some of the conditions are essential, and some are preferable.

The applicants must contribute at least 25% in cash to the cost of the project, and 5% of the total must be from their own resources. Priority will be given

a) to organisations which do not stand to make a profit, but all should receive some kind of funding from a partnership or sponsor

And b) to organisations standing to benefit the under 21 age group. The projects should have the broad aim of conserving or advancing heritage or promote minorities in the local community, encouraging the local population to understand more about their local environment and involve as many of them as possible. The projects can be funded only up to 31 December 2007 and the organisation must not have received funds from the lottery within the last five years. Certain regions have not been funded for the last four years and should be given priority where possible: these are Blaenau Gwent, Newcastle Emlyn, Llandrindod Wells, Neath, Llandeilo and Wrexham. These priority locations are confidential and not for disclosure to candidates. Fred has sent you an email to look at before you start.

You need to write a brief summary for your manager. This should contain:

a) Clear details of how the candidate you have selected meets the criteria.

Edith – many thanks for looking at these applications at such short notice. As well as the criteria I have given to you, you need to bear in mind the fact that priority will be given to organisations standing to benefit mainly the under 21 age group. Also, we have been given instructions from the board - certain regions have not been funded for the last four years and should be given priority where possible: these are Blaenau Gwent, Newcastle Emlyn, Llandrindod Wells, Neath, Llandeilo and Wrexham. I have also received some letters from members of the general general public. One complains that immigrant communities have been receiving far too much money recently. Another complains that the Welsh language is not being promoted enough in the Rhondda area, and a third complains that too much lottery money is being spent on lesbian and gay art events. The money will be spent on devising and presenting a series of 12 half hour programmes teaching the Welsh language and promoting these in the community at heritage roadshows in the area. Students from the local college are expected to assist and give their services for free, so the money will be needed for accompanying text books, tutors, and recording studios.

The project will help to advance the knowledge of the Welsh language in the area and bring it to a new audience. This is the second time that the radio station, which is staffed by volunteers, has piloted such a scheme, which also received funding from the Welsh lottery in 2003. The programme is expected to reach a radio audience of about 1,000 listeners based on recent audience research, more than twice that received in 2003. Based on audience research, 75% of the listeners are in the 25-45 age group. Any excess profit from the advertising revenue will be shared amongst the volunteers.

The sculpture centre has been established by four young Asian artists based in the Wrexham area to create works and exhibit them in the open air, with the aim of getting art out of the gallery and into the community. The festival ran for 4 weekends in August last year and provided a fun, innovative and artistic experience for over 750 adults and about 300 children who attended.

Okay I have done the work can you give me any pointers?

Summer Drama School meets most of the criteria.

This is my summary of the selected candidate, I'm not sure if a summary like this is correct.

Dear Fred,

You asked me to look through the three applications and to select the best candidate that best fits within the criteria for funding. After careful consideration I have selected the millennium Youth Festival because they meet most of the criteria. The following will help you:

1) They are able to contribute £2000 (25%) to the cost of their project.
2) They are able to provide £400 (5%) from their own resources
3) The project will benefit the location Neath which is a priority and benefit visually impaired young children in the ages of 8 to 12. This is within the criteria of under 21
4) The organisation has not received a funding in the last four years, they received theirs back in 1998
5) The project will benefit over the next three years to four hundred children and I understand the funding is available up to December 2007

I understand that we have been allocated the budget of up to £5000 and the they require an extra £1000. Given that this organisation meets all of the criteria compared to the others, they still have more then a year to go before the event takes place. The organisation should be able to gather the extra funding by other means. This event would involve everyone in the culture and theatre of Wales.
