    The pool wasn't leveled properly.

Water will have a level surface.

Is that two feet or two inches.

A two inch difference should not really matter normally.

If it is a two foot difference, you take it down and level the ground

Really it should and is suppose to be completely level.]

The ground was level within half an inch but once the pool was up the water level is off most spots by an inch but there is one spot that is off by 2 inches.
