 When ever I try and flush a toilet, and turn on a faucet at the same time I get very little water pressure and also get a hammering sound. I have a water pressure regulator at the water inlet. Could it be bad?

 I have a loop of 3/4 and 1/2" copper pipe that makes a slight hammering sound while being used and sometimes when unused but perhaps the hot water heater fires up and pipes hammer.
