    The water in the bowl is governed by two things. There is a tube that runs from your fill valve to the overflow tube in the tank. This replenishes the water in the bowl after you flush. It is also governed by the height of the built in trap in the bowl. I don't know of any way to effectively reduce the volume of water in the bowl. The usual thought is that the bigger the volume in the bowl the better.
    To reduce the volume in the tank you simply adjust your fill valve. Best way is to replace it with a Fluidmaster fill valve and adjust it down. But, by reducing the volume in the tank below the manufacturers recommendation could give you an unsatisfactory flush.
    If you are trying to conserve water I would recommend you replace the toilet with one that is designed to use less water. There are even toilets with two different volumes of flush depending on which way you turn the lever. One way for liquid only loads and the other way for more than just liquids.
