Remove the tank lid and inspect the ballcock float assembly. The float should be down as water fills the tank. When the water reaches about 1" below the top of the overflow pipe the water shuts off. Where is your water level in your tank? If the water level is too low you can adjust the level. If your float is a simple brass rod with a brass ball you can slightly bend the rod down in its middle. If your ballcock is plastic let me know and we'll adjust it too. Come back.
