Installing new cleanout for septic tank

 It seems my concrete patio has been built over my septic tank and also over my cleanout. After digging beside patio I have been able to uncover part of my tank's lid. Is it fesible to bore into lid and put new cleanout? What to do? {Moved from Forum Help-<>} 
Plugging hole in main sewer line/installing cleanout?

 My basement sewer backs up every so often from a hole the previous owner drilled in the cast iron pipe which they used as a drain for the washer and a wash basin.
