Our toilet won't flush all the way. When I look in the tank there is air bubbles coming up when the flapper is opened. Would this cause it not to flush or is there any other problems and what can be done to fix it please? Thank-you

When I flush my toilet the water rises to the top of the bowl then drains real slow and leaks water out around one side of the toilet and still won't flush nothing down?
