    Those nuts are brass to brass so they aren't rusted in. Chip the plkaster out and squyrt some WD-40 on the threads.

    No! I imagine the plaster was there because then valve wasn't properly backed and secured. Remove the plaster and secure the valve to a stud. Good luck, Tom
