Is the county asking about a internal stack clean out? Because unless the entire house is clogged, ( it isn't is it?) the blockage will be found INSIDE the house and not in the sewer line to the street. Tell me more about your house. Is it on a slab? I'm assuming that you're on county sewer. Correct? Wow we locate a buried clean out is to take a rod with a pointy tip. (sounding rod) and poke around about a foot and a half out from the foundation until we hit it. Start at the front (street side) of the house. Good luck, Tom
