Hello all,
I have bought a house where the toilet drain pipe in the unfinished basement is below the concrete level. You can tell that there was a flange there at some time but it looks like it was cut off (and not very cleanly) at some point.

I assume I will have to chip away the concrete to get access to the pipe but I am not sure if they make flanges that are long enough to attach around the pipe without recessing the flange into the concrete or without using a connector to elongate the pipe back to the concrete level. Obviously, I would like to chip away the minimum concrete possible.

Details:
pipe = pvc
id = 3"
depth of pipe below concrete = 1.5"

I hear of "deap throat flanges" but can't seem to find anything online.

Go to a plumbing supply house and ask for a torque set deep bodied toilet flange. (see image)

Will this work on my pipe which is 3" id or when I go to the supply house, will they also have one for 3" id pipe

How far down is it to the nearest hub? They make bits for a drill that reams the pvc right out of fittings. You could use one of those to take the pipe right down and out of the nearest hub and then put in new pipe and closet collar. OR, you could chip some of your floor, cut pipe down with an inside cutter and use a coupling and collar with a short piece of pipe between.
This type of situation is why I always install and recommend that only 4" pipe be used for piping toilets under slab. You have more options with 4" pipe.
