    My guess:
If the wind is strong enough to pick up a bull, it's tail would be blown stiffly in whatever direction the wind is blowing...

And... if you saw a bull "blow" by, the last thing you'd notice is whether or not his tail were swaying!!

If a bull were being blown along by the wind, his tail would be pointing straight out because he would probably be crapping.

I think this is the one you mean.

"A bull crashes through a window. Its head, body and legs come crashing through, but not its tail. Why?"

Koans are a theoretical exercises that are intriguing and may even lead to some greater truth. But at the end of the day, we live and sleep peacefully with the knowledge that our logic does not comprehend why not the tail. They are a kind of pondering exercises, created to make us STOP and think with a focused mind. Some times there is an answer and sometimes there is no answer. But most of the time the answer is "Why not." Why should the tail follow or why should the tail not follow.

Wouldn't that be because the tail is last through the window and all the glass has already been shattered,

Guess for the op is it's a cardboard cut out

    Answer. It doesn't matter.

    Why or why not.

It is simply asked to help you refocus your mind - it helps you to re-direct your thoughts consciously.

In other words if you want to change something about your life then change what you are thinking.
