    I would have to assume it isn't your bill... I don't think there is a legal way to unless your name is on the bill/contract. You might be able to online if you have enough information.

    Contact the company that's providing the service. Normally, most bills aren't itemized, but the itemization can be provided (may be a small fee?) if you contact them and ask for it. They may ask for a specific time.
