What can I do if the landlord hasn't fixed the problems that he knows is wrong?
The central heating and air, the drainage leak from my kitchen sink, roof leak, master bed bathtub has 2 cracks no speakit knob or shower head. Now when I moved in I agreed to fix the small stuff and he agreed to fix the major one?

You cannot refuse to pay your rent on time. In some states (you are in the US?) there are procedures for depositing the rent with the court or whatnot, but unless we know where you are, we cannot tell you what those procedures might be.
