Bondsman has my vehicle title how is it returned to me
I put my vehicle title up for bond on my brother inlaw they had my wife at the time and me sign off on the title so they give the title back to her without me there so she sold it because my name was signed off should the bondsman have sent it through the DMV so it couldn't be sold out from under me? Let me punctuate and otherwise edit your question so that I can understand it:
"I put my vehicle title up for bond on my brother-in-law. They had my wife and me sign off on the title. So they give the title back to her without me there. So she sold it because my name was signed off. Should the bondsman have sent it through the DMV so it couldn't be sold out from under me?"
Is that what you are saying?

They signed it over to your ex-wife, or simply signed off on the title and gave her the document? I don't know if they should have sent it to the DMV, but it does appear that either the bondsman or your ex wife did something wrong. Since you say your wife "at the time", I am assuming she is now your ex wife. Did the bondsman give here the title before or after you were divorced?

They merely gave the title you and her signed back, they did not process the title to their name ( they don't want to own and pay taxes on any cars, only have the right to go get it, if that person skipped out.

So at this point it is a civil issue between you and your wife ( ex wife) in the divorce the ownership of this car should have been listed, so if she went against the divorce settlement, you need to take her back to divorce court, if not, you can sue her for 1/2 of the value of the car she sold, since as joint owner she did still own1/2 of it.sd
