Georgia Tech in my opinion would be the best Engineering university.
And if you need help with English as a second language they offer great programs for non US citizens.

Different universties are ranked at top depending on the major. Nevertheless the top few universities are:
    (1) MIT
    (2) Stanford University
    (3) U California Berkeley
    (4) University of Texas Austin
    (5) Georgia Tech
    (6) Purdue University
    (7) University of Illinois Urbana Champaign

The best place I found has a good listing of universities and faculty is Search Universities, Explore Departments, View Faculty, See Current Research Projects, Find Admission Requirements, Search Scholarships, Apply online to Graduate and Under-Graduate Programs and much more
