First of all why do you suspect that someone is stealing your bandwidth?

If you have satellite Internet then presumable you have a satellite dish that ultimately connects to some sort of a device that you connect your computer to either via a wired connection or wireless. If it is a wired connection then unless someone has tapped into your network then I doubt they're stealing from you. If your connection is wireless then that's a different story. Check to make sure that your wireless connection is secured (i.e. not OPEN). Turn on encryption (WEP, WPA, WPA2) on your wireless gateway and lock it down.

If you've done all of that and you still suspect someone is stealing your bandwidth then enlist the help of your satellite dish ISP.

    Good Luck.

I also wonder why you are asking as well as why you might think its happening. I'm going to assume that the people who setup the network (it doesn't sound like you are involved in IT) know at least something about computer security. If you are military, then I'm sure they have done their best to secure the network.
