I know there are lots of programs that claim to let you watch TV on your computer over the internet. I don't know how legitimate they are, but I always see them called something to the effect of Satellite PC, or IPTV, or Satellite PC TV. You could try looking into those.
As for radio, I'd recommend Winamp. If you install it, then go into the Media Library, there are some pretty good Internet Radio stations, and even a few good internet TV stations. If you meant downloading pirated copies of songs and TV shows, we can't tell you how to do that here, sorry. |

Almost forgot, another site I like for radio is Last.fm – The Social Music Revolution because it lets you track what songs you listen to on your computer, and makes recommendations for songs and artists you might like, based on what you listen to already. You can listen to songs on their media player, and rate whether you like them or not, and it takes that info to play other songs you might like, too. It's pretty cool.
