    How can I attach 2 layers in Adobe Flash CS3 Professional?
    I was to make a video with actual people, but stick people are easier
    Is there a way to attach a layer with people parts to a moving stick person in order to make the person move?

    Yes, but you're not going to want the effort involved in using photoshop to do so
