    Looking for the name of a movie
    This movie is 20 or 30 years old. I thought it starred Ed Asner but I can't find it on his movie lists. The movie takes place in the u.s. in a very poor neighbourhood Portorican of Hispanic. A fugative on the run from police afer a bank robbery holes up in the basement of a run-down apartment block. The children that live in the building discover the man and think he is Santa Claus. The fugative hears conversations of the families through the heating pipes and discovers that the building is to me sold for redevelopement and all the tennents will become homeless. Police finally take away the man . The next day the people find out the building has been paid for.
