I need help trying to find the name of this movie. Help please?
This movie takes place in a really bad neighborhood in which a white man recently moved into. He lives in an apartment complex and almost always arrives home late at night and sees a couple of gangsters in the alley and they always talk to him in a violent manner. He has stairs leading up to his apartment and across from his door at the bottom of the alley there's a row of garages which each hold one car and he parks it In those garages. Okay so I'm going skip to the end of the movie now and say towards the end of the movie he is at war with these gangsters. The main character has some sort of experience with using weapons and gets into a gunfight with these gangsters and kills all of them. There skin colors are black and the white man is just trying to live a quiet life but these gangsters who also sell drugs keep bothering him so he is forced to take action

I don't remember a whole lot about it, I do remember that they were going around to "try out" different parents. I remember one of the parents they went to live with were like overly obsessed with being 100% dust free, they had major mysophobia(afraid of germs) problems. Anyone have any clue?

Farm or country property. People thought it was possesed or something. I remember one scene where the actors were looking at photographs of the house and one of the photos had red eyes in the curtains - This has been driving me crazy! Same time frame/era as GARGOYLES.
