The movie is about a boy (who is blue with blue hair, if I remember correctly) who lives in the water (ocean I'm assuming)... he goes to the surface and sees a beautiful girl who is guarding a flame. It is the girl's job to not let the flame go out. They fall in love, although it's like a romeo and juliet, where their love is forbidden, and both die at the end. I remember the flame going out, and the girl falling into the water... they both die and are raised to the sky in the palm of the ocean god's hand I think! It's a very sad, fatalistic love... I searched the other day on line throgh about 3000 titles, and couldn't find it :( you would be my hero forever if you found it!

I am 28, probably watched this 20 years ago so looking around early 80's mid 80's when it was made. Also, though it was never mentioned back then, I believe it is some sort of animation cartoon. The characters really displayed the physical features of japanamation.
