    Am I a veteran if I served only 9 months during gulf war in 1994 an received a general discharge?

    Yes, you are considered a Veteran if you have served over 180 days or if you were in a combat zone or actvated Reserves. While I was in the Gulf War myself, it was not in 1994, but rather back in 1990-91. If you received a DD 214 that states you served in the Persian Gulf War, then you are a Veteran.
