I'm confused. So you had an eye scan done and now you need to change it? Why, did you get new eyes?
I don't see how an eye scan would be a problem.

Scanning the retina is like taking fingerprints. You can't change them.

Exactly. I don't understand why it would even be a problem. If they did an eye scan, then why would it prevent him going back to Dubai?
I think the OP needs to give more information, as right now this doesn't make any sense at all.

Most likely he is currently blacklisted from entering Dubai and wants to find a way to get back in.
