    The question as written doesn't make sense. You say that the mean of the population is 49, right? In a normally distributed population if you randomly select a value x, the probability that x is less than the mean is 1/2. not 0.45. For us to help you please type out the question precisely as it appears in your homework. Also please show us how you have attempted to solve this, and then we'll help you out.
