    Not quite. This is true only if (a) the blocks are 16 feet by 8 feet in size, though I suspect the OP meant to say that they are 16" x 8", (i.e. inches, not feet), and (b) either the 16" dimension and 8" dimensions divide evenly into 100' and 8' (actually they do in this case, but quite often for this type of problem you end up with partial blocks) or you are allowed to consider cutting blocks and using left-over scraps to fill in any gaps.
