Why do you want to just learn 'any language' some are more difficult then others, anyway, you won't find any for free but you can access Google and learn phrases in just about any language for free. Maybe you will find one interesting enough to pursue entirely.

The library - that ancient place where books and records and such reside - often has language resource materials. CD's or tapes that you can check out on learning a language.

There are some online resources, but I do not verify what they advertise:
Free Online Language Courses (says they are free)
German language courses and Spanish language course by LearnPlus (this is course for a fee)
Online Language Courses - Learn English for Free
Free Online Language Courses (supposedly free)

Free = your local public library.

Public libraries have manuals with audiotapes or CDs for French, Arabic, Russian, German, Spanish, Mandarin, Japanese, Farsi, and many others. There are even books to give you suggestions on which languages are harder or easier to learn, which are more fun and why, and which have social/political importance (and why).

If your library doesn't have a certain language on the shelf, it might be checked out, so put a reserve on it. If the library doesn't own the language you want, ask them to get it for you through interlibrary loan.

Realistically if you want to be fluent in a language your most likely going to have to pay, these free online courses (and even library reference materials) are usaully not very good, something like Rosetta Stone is the best and fastest way to learn a new language.

The best way is to SPEAK and WRITE in foreign languages.

Make international friends, browse foreign language website and listen to foreign language music, and study abroad.

It's not easy but it is possible to learn many languages. The key is to be persistent and hardworking.
