Does anyone help me to understand this sentence?
"I don't know whether to laugh or cry, but i need to ration the toilet paper so maybe i should just grin."

I couldn't understand what it is trying to say, could anybody explain it to me? What is the point between ration toilet paper and grinning?

Ration means to restrict the consumption of something. So instead of crying and using up all the toilet paper to dry up tears, they said they are going to grin instead. Does that make sense?
