    Most likely you are not. First CDL training is not free, it is possible that some truck firms may pay you back for it, like they do anyone else.

    I was convicted of a Rape change in 1998,Could I get CDL through trucking schools and company.

    You could get a license. Question is whether you can get hired and get insurance. There are companies that will hire/insure felons. You just have to find them.
