How should users of internet cafes, who are beginners of computer use, make sure...
... make sure that webcam that it is not turned on, how is it turned off? This is in case the person before them has left it on without meaning to.

Just put something over it, or turn it around. Some software can sometimes be installed to run in the background and still monitor it. It all depends on the level of security there. So I would just turn it around. If it's a laptop, usually there's an indicator light.

FadedMaster, I appreciate your answer, I was hoping to click on something or other, and someother thing, on top of doing what you suggested.

Well, it all depends on the program watching the camera, because some can keep the device active. It is probably best to just block the camera's view of anything rather than mess with a computer you don't own. You could always unplug the camera if it's not built in (like in laptops).

You most likely can't. The computers are likely locked down. The previous low-tech answer given above is the correct one.

I would recommend reading over your posts before making them. It helps to prevent from having to go back and edit your posts each time you make them. Things don't exactly move fast in most online forums, so you don't have to worry about getting your post out there right away.
