Are you using a wireless connection? If so you may have to run your installation disk for your wireless router again to be properly connected to your wireless router.

Do you have an icon in your system tray that shows your connection type? Check that. If it shows that you are connected to the internet then those programs should work unless you have excluded them in some way with a virus protection program.

It may be due to change in the hosts file in your system.
You will find a file here
    C:/windows/system32/drivers/etc/hosts.txt
If you open it you can see some lines of text similar to below
    Localhost. 127.0.0.1
It means if you type localhost it gets redirected to the given ip address
May be some virus program have changed this file.so you cannot browse any site.

Another problem may be DNS issue
Dns is domain name system which converts the address you type in the address to its ip address. This is done with the help of a dns server. Whose ip address is provided by the router. You can set you dns address in network properties
Try setting it to Google public dns
    (4.4.4.4,8.8.8.8)
Or open dns ( ip address available on their site)
