    French Passport - Legal requisites

I have been told by one of my clients that his Business partner - a French (originally from Morocco) and working in a reputed Bank, holding French Passport in which his father's Name is not there, though father is very much there. In India NO PASSPORT IS ISSUED WITHOUT THE NAME OF FATHER.
    1) Does the Passport rule of France allow issuance of Passport for a French Resident or national without the name of the father?
    2) Can the name of father be added afterwards?
    3) What are the formalities?
    4) Would it be an endorsement on the Passport or a separate Certificate from the passport Official or any other authoriity?
