If a 501c3 has a fundraiser, must it share revenue with members who do NOT help?
As a school-connected athletic boosters organization, it's always an issue getting all parents to volunteer to help fundraise... is a public school athletic boosters organization required to split all fundraising proceeds with every member, even if they do NOT help in any way with fundraising?

The fund raiser is to raise funds for the sports team, not for individual members. The organization should have a written policy as to how it determines where the funds that are raised get used to support the team. If it's to help defray travel costs for example, you should have a stated policy that guides how funds are split - either evenly to assist all team members equally, or based on some criteria such as a requirement in terms of hours worked for a team member to qualify for the assistance. Whatever you do - the 501c3 board should vote on the policy and it must be applied consistently.
