I have Trane heat pump and air handler.

The air handler model is TWE036C140F1, which is located in the second floor of our house. This unit blows air in some rooms in the first floor of our house and in the bonus room that is located in the second floor via a zoning system. The main thermostat is located in the first floor, while a slave thermostat is located in the second floor.

I had a problem last Monday wherein the air handler would not stay on despite both thermostat settings to lower that room temp. The air handler would initially start then turns off. So a repair guy came and pointed out that the time delay board went bad, and then he removed it, without replacing. After that, all was well. He said there is no reason why I would need a time delay.

I want to get a second opinion if the time delay board in the air handler is really not necessary. If it not necessary, then why would it be there in the first place? My thought was that maybe it is necessary to give the vents in the zone controller to some time to move before the air handler is turned on - am I correct? Other there any reasons why it would be necessary?

Usually they are there to prevent the air handlers blower motor from starting to soon after a heat pump or electric heater comes on. This prevents blowing unconditioned air into the structure and causing a chill to the occupants. If you are uncomfortable with it missing replace the relay OR board.
