    Should capacitor have voltage with power off
    Should a capacitor, for the fan and compressor, have any voltage when checked with a meter, with the power off? Thanks

    Yes, momentarily. The process of doing a voltage check discharges the capacitor.

    Yes and high voltage too. A capacitor (think capacity) stores electrical energy to help fans and motors get started. You always need to discharge a capacitor before trying to evaluate it's condition.
