    Heating
My heating and hot water is controlled by an electronic switch. One side for heat and the other for hot water. The problem I'm having is that although the heat is set to off on this panel the boiler still powers up.Also the heating valve doesn't seem to be getting power to it.

Time for you to take your electric meter and investigate the problem.

If you do not have a meter or know how to use one call for ON SITE service. You will be doing your equipment a favor.
