Compressor for a payne air conditioner?

My home AC unit stopped working about 3 days ago during the Labor Day Weekend and I could not get a service tech to come and check it out until today. I have a Payne outdoor unit and the tech opened the top and in two minutes told me that I needed a new compressor and that it would be $1700. Does that sound right? How much does a new compressor normally cost for a payne outdoor air conditioner model no PA10JA060? Should I get a second opinion or just go with the $1700 estimate? I replaced the capacitor today on our payne ac unit. This got the fan back running properly however the compressor doesn't seem to be engaged since the warm air is coming in still. Circuit Breakers are checked and OK. Any advise would be greatly appreciated.

I also have a Payne air conditioner which is blowing the 5 amp fuse but only in the heat mode. Sometimes it will run for a couple of hours or so before the fuse blows. Any ideas?
