A/C A-Coil only cold on the bottom
My air conditioner has not been working as well as it should be - with 85 degree temps outside, it will run continuously and never get the temp below 79-80, even at night.
I uncovered the A-Coil and noticed that it is fairly cold on the bottom of the "A" but, towards the top, the coils are not cold at all. I know that it's possible that A-coils can "ice-up" and I've seen it elsewhere before, but this one doesn't seem like it's anywhere close to cold enough to ever form ice.

When I first noticed the system didn't seem to be working right, (and before I checked the temp of the A-Coil), a neighbor's friend stopped by and measured the refrigerant pressure. He said it was fine and that the system thus was functioning properly.

Is it possible for the pressure to be fine and the coil to still not be cold enough? Can a 'bubble' form in the system that may keep the refrigerant from flowing properly even though it's at the correct pressure? What else might be going on here?

Thanks so much in advance for your help.
