Fuses in what "PLUG"? No plug on a hard wired AC. Tube fuses in the pull block? Have you ever measured voltage at the unit? Are you getting voltage to the contactor? There should be an outside disconnect as that is code. Is there voltage at the hot side of the disconnect. There should be 24 VAC at the contactor and 240 VAC at the disconnect.

With the thermostat at cooling and the temp lowered so it is calling for the AC to run, you should have 24VAC across the contactor and you should hear the contactor "snap". You should then also have 240 VAC on the compressor input. The contactor is basically a relay to allow current across the terminals. Since you replaced the contactor, it is probably not the issue. I would look on the control board of the HVAC unit to see if there are any trouble codes-look for a blinking light and count the blinks. The codes are almost always on the inside of the air handler(inside fan). Also look for any broken wires at the condenser, weed-wacking can cut them.
