Photo cell trips both circuits, but one remains on permanently after it is initially tripped. Any tips for solving this problem?

Are the 2 circuits going to one or 2 transformers?
Does transformer have built in photocell?
Are you trying to activate 2 circuits with 1 transformer?
Photo cell may be shot and stay on due to short?
    Need more info, Thanks
