Education costs will vary from school to school; living costs will vary from province to province. The Canada Career Guide says that Vancouver, Toronto and Montreal are the most expensive areas; Charlottetown, Winnipeg and Edmonton are much cheaper. So it depends on where you choose to go.

Every college and university catalog I've looked at has a section on education and living costs. You can check out the websites for the schools you're looking at for cost information.

Understand that the question you're asking is not one with a black/white, yes/no answer, or one to which an answer of the form "it will cost you $X to live in province Y for a year" can be given. You need to work out a budget and determine sources of financing for your education based on that budget. The $12000 you've saved up is not likely, I will bet, going to be enough to pay for your education and living expenses for two years anywhere in North America. Also, the schools offering the program you want will not necessarily be in the cheapest provinces of Canada - I don't know that there's a university in Charlottetown, for example that would offer the program you want.

The following web site provides information on budgeting and sources of financial aid for international students in the USA, but its advice is generic enough that I believe much of it will of use to you.

You may also want to contact organizations that provide assistance to immigrants in the provinces you're considering:

Welcome to Canada: What you should know

Note that there may be special scholarship and aid programs available at the universities you're considering; again, you need to visit the websites for those universities for details.
