    Rights to move
Hi my question is,I have a 17 old and we just moved to a different state cause he biological father is harassing us and I'm getting engaged. He pays child suppor but doesn't see her cause we don't have a parenting plan and also he is a level lll sex offender, so I have custody of her. He is now trying to make us move back to the state can he do that?
