Are you talking about wage garnishment? Have the courts been involved, as in is there court-ordered child support not getting paid?

You need to locate your state representative; I hope you are registered to vote; if not, do so. Get your paperwork together and talk to your state representative about how the 'system' is not working for you. Assuming the father is legal, child support recovery should be able to locate him and his employer with his social security number. On the other hand, he could be an independent contractor; something to watch for in selecting your next mate.

So the Child Support Enforcement Agency can work with the IRS - you have a child support order and unpaid child support. The IRS can take his returns and give them to you - for back support. Someone is dropping the ball for you - make them accountable.

There is an organization - Support Kids - that states they can get back child support. Supportkids.org - Child support Resources and Information.

If you are in the U.S. then there is a national registry for workers that child support services of your state can access to see if he is working anywhere. If he is working totally under the radar then you have to do foot work to find him and get what your owed.
Either way your local agency ( the one the orders are from ) has jurisdiction and they should file all needed papers for you and also help you get a order of arrearages. After you have that then you can proceed with methods of getting your monies and getting on with things.
