    Basically means the party who will be paying alimony, child support and possible court costs wants them reduced or removed.

    Economic refers to money, relief means to alleviate problems. So this simply means to deal with money issues. In a divorce, frequently one partner is the primary financial contributor. So the other party may need help.

    Without knowing context its hard to be more specific.
