You may not have been given a birth certificate, but it is highly unlikely that you were born in the last 50 years without having a birth certificate filed for you. Have you checked with the state bureau of Vital Records?

Has there been any DNA testing done? Im only asking because when a child is abducted there would be no birth record.

Letter from Idaho vital statistics office? Then that's what you need to do. Any Idaho attorney would be able to do this for you.

Seems that it might be difficult finding a witness to your birth. Do you have any older siblings, etc. who remember your birth? I suggest that, if so, you get affidavits from them, lest they pass away before you are able to get the court proceeding finished.

Is there any other evidence of the date and place of your birth? Old newspaper articles, family bible, etc.

Do you have a Social Security number? You would have had to have proof of birth to get one. Why do you need one now?
