Howling Trex deck in NW Wyoming

We just finished our new home that included a 110' long x 12' deep x 10' high Trex deck on the back facing east. The wind in Wyoming is fairly strong out of the west blowing a lot of the time. We are experiencing a low pitched howling noise lasting 3-5 seconds but repeating over and over again...
Screened deck floor

We live in the south with fairly moderate winters, but we have more rain than snow. We water proofed our deck (which is a screened deck) on inside and now several years later the interior still looks OK and still has product but the edges for a couple of boards, is worn off and getting mildew etc....

We are planning to build a second floor deck over an existing deck. Will be 16 x 12 when finished. My question is this. We don't want the upper deck to allow water to drip onto the lower deck when raining. How can this be prevented? I want to use 5/4 decking on top, but don't see how we can do that...
